It depends on where the rust is located on which panels as to how far you have to paint to ';blend'; into any adjacent panels. For instance, if the rust is on the rear of a fender, you'll also have to scuff sand the front door and ';blend'; the paint into the front door so the color difference won't be as noticeable. Touch-up spray paint will probably not match the original color exactly since a 91 vehicle has had 17 years to oxidize. One other option is to buy a rust converter product like Rust Bullet, POR-15 or similiar product and apply it to the rusty areas and then touch them up....rather than going the whole method of grinding down to bare metal and patching or using body filler.
