When painting a car, are bumpers painted the same way as the body panels?

If you are refering to soft plastic bumpers on a late model cars then they ARE different. You must add a flex agent while mixing the paint. This will keep the paint from cracking during changes in temp, or in the event of a slight impacts that cause the bumper to flex a little.
