Body shops use a rubber wheel run on a drill to rub them off. You might get one from a paint supply store serving car dealers.
I've found that applying a little heat to the stripe with something equivelent to an automotive heat gun (hairdryer) usually free's it up and allows it to be easily peeled off. Be carefull not to apply too much heat otherwise paint damage will occur. I've heard of chemicals at part stores that are supposed to break down the adhesive properties of the decal without damaging the paint but I have yet to actually try any of these products.
use a hair dryer and heat up the edge and soften the ahesive use then peel back the edge try to pull at a 30 degree /I angle heating the aheasive as you go once you have all the pinstripe removed use a product like bugoff to remove the left over ahesive then use a colered wax to try to match the color of the faded paint vs the paint that has been covered by the pinstripe


this wil work a lot better on a hot sunny day
